ASSISTANT DIRECTOR, FACILITIES AND PUBLIC INFRASTRUCTURE 

Job Description

The Department of Transportation & Capital Infrastructure is seeking an experienced and motivated Assistant Director to lead the Facility and Public Infrastructure team. The successful candidate will provide leadership and oversight of the Facility and Public Infrastructure program, to include the planning, design and construction of fire stations, libraries, recreation centers, parks and other non-transportation projects.

This position will:
• Lead and manage a team of planning, design, engineering, and construction professionals.
• Coordinate the procurement of professional services and construction contracts.
• Advise Department and County Leadership on policy matters.
• Manage and coordinate emergency or ad hoc projects designated by the Director.
• Provide strategic planning for the department’s long and short-term goals and objectives.
• Develop and implement comprehensive plans for capital facilities, ensuring alignment with the county's growth objectives and sustainability goals.
• Present to community organizations, other County departments, the Loudoun County Board of Supervisors, Planning Commission, and in other public forums on a wide variety of capital facilities planning, design and construction issues.
• Employ exceptional interpersonal and communication skills to engage with stakeholders, community members, and decision-makers. Facilitate collaborative discussions, address concerns, and foster consensus among diverse groups.
• Speak at project ceremonies to include ground breakings, topping out ceremonies, and ribbon cuttings.
• Maintain a professional work environment in accordance with County policies and procedures.

We are seeking an individual with:
• A proven track record of success in leading and managing a team of professionals in the planning, design and construction industry.
• A comprehensive knowledge of the theory, principles, and practices of facilities planning, engineering/architecture design, contract management and construction techniques.
• Strong written and verbal communication skills and the ability to develop strong working relationships with other County staff, state agencies and regional partners.
• Experience in local government or commercial construction projects preferred.
• An understanding and ability to interpret complex architectural, MEP, and structural construction documents.
• Ability to solve common and unusual problems encountered during design and construction.
• The skills to defend and negotiate agreements and contract resolutions concerning capital infrastructure projects.
• Experience determining the best use of human, fiscal and material resources.
• Strong project management skills.
• Proficiency in analyzing project scope, schedule and budgets and making recommendations to minimize impacts to projects.
• Ability to meet deadlines in a fast-paced environment.
• Ability to prioritize work for self and staff and manage multiple projects and tasks.

Salary to commensurate with experience.
Anticipated hiring range is $106,893 to $154,994.

Job Requirements

Master's degree in Business, Planning, Public Administration, Architecture, Engineering, or related field with at least Five (5) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role preferably in a government setting; or equivalent combination of education and experience.

Special Requirements

The successful candidate must be available to support evening Board of Supervisor and Committee meetings as well as conduct or support project-related public information meetings and public hearings. Candidates must hold a valid driver’s license.
