An employee in this class is responsible for directing through subordinate personnel, the preparation and coordination of contracts and related documents for professional planning, design, and construction services for Capital Improvement Projects (CIPs). Work involves the application of extensive initiative and independent judgment and is of unusual difficulty in such areas as coordinating CIPs with the Budget Office and user departments and coordinating contract negotiations with architectural and engineering consultants for major projects. Work is of unusual difficulty and involves planning, organizing, scheduling, and supervising technical personnel and applying professional engineering skills and personnel management skills and knowledge from contract inception through contract closeout.   Under general direction, employee exercises extensive initiative and independent judgment in monitoring service levels and work priorities, workload projection and resource needs, Division operating budget management, employee development and training plans, team building, customer service practices, and formulating recommendations to meet program needs, objectives and goals.  Work is reviewed through conferences, reports submitted, and results obtained. Appointed position; employee serves at the pleasure of the Mayor.


Plans, organizes and directs contract action initiation and coordination of a variety of types of capital improvement projects for conformance with Florida Statutes, City of Tampa Ordinances and Departmental Standard Operating Procedures including but not limited to transportation and utility infrastructure projects, multi-store parking garages, bridges, parks, various public use building types, major demolition projects, water and sewer utility installation work, treatment plants, pumping stations, and roadways. 

Coordinates submission of various permits on behalf of City of Tampa contractors that govern work impact, including the Florida Department of Environmental Protection (FDEP), Southwest Florida Water Management District (SWFWMD), Florida Department of Transportation (FDOT), etc. Coordinates consultant selection through the Consultants’ Competitive Negotiation Act process and scope negotiations for general work orders supporting all city user departments related to planning, design or studies.  

Initiates and directs project Initial Services Agreement (ISA) meetings with the user departments to advise contractors, engineers, architects and others as to project programming and scope of services. 

Acts as the lead negotiator for ISAs and Guaranteed Maximum Price agreements and associated amendments or change orders. 

Recommends optimal methods of procurement and coordinates the Design Review Criteria package and Scopes of Services with internal stakeholders.  

Assists user department with contract management tasks throughout the term of the contract.

Assists in analyzing and evaluating architectural and engineering studies, designs, drawings, and specifications prepared by consultants to ensure that functional requirements have been met, municipal codes have been complied with, and permit or regulatory compliance has been met. 

Oversees any related contract management public engagement functions, such as public meetings, assists with public presentation production and presentation to citizen groups, elected officials and others; works with assigned Public Information Officer to support press and public information tasks and materials.

Exercises general supervision over and participates in the training of professional and technical personnel; conducts regular staff meetings, team building exercises and process review discussions to ensure optimal communication within the team and with external stakeholders; conducts performance evaluations and coaching opportunities with subordinates; prepares periodic performance and project status reports and other special reports. 

Performs related work as required.


Extensive knowledge of: principles and practices of the assigned area of engineering and architecture; federal, state, and municipal rules, permit requirements, regulations, and other pertinent documents; engineering developments and information related to assigned area.

Considerable knowledge of: engineering and administrative management procedures, practices, and methods, and team leadership practices.

Ability to:  Apply employee motivational, communication, and cross-training methods to ensure seamless coordination processes and an optimal work environment; supervise the work of personnel engaged in a variety of engineering and architectural assignments; identify additional internal and external standard operating procedures to improve work process flows; develop production reports of work status and metrics, analyze and interpret plans, specifications, contracts, and other technical materials and draw sound conclusions; organize in report form and present sound recommendations effectively, both orally (including City Council, agency boards, and public meetings) and in writing; train others in assigned area; establish and maintain effective working relationships with other employees, officials, and the public.


Graduation from an accredited college or university with a Bachelor’s Degree in Engineering, and must be registered as a Professional Engineer in the State of Florida, with five (5) years progressively responsible related experience, including three (3) years of supervisory experience.


Registration as a Professional Engineer in the State of Florida. For out of state professionals, ability to obtain within 1 year.

Possession of a valid Florida driver’s license.
