STORM WATER MANAGER (3-year contract position)
We are currently seeking a Stormwater Program Manager to join the collaborative team providing oversight of the City’s compliance with applicable federal and state stormwater regulations and permits in support of the City’s Municipal Separate Storm Sewer System (MS4) program, National Pollution Discharge Elimination System (NPDES) permit, and the City’s overall Stormwater Program, including policy development and program coordination.
The Stormwater Program Manager will have a high degree of independent responsibility in managing policy development, program coordination, and collaboration with state and federal regulators.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Under the supervision of the Assistant Commissioner for Engineering and the Director of Engineering Services, the Stormwater Program Manager will perform the following duties:
- Administer the Stormwater Management Program Plan under the Municipal Separate Storm Sewer System (MS4) program.
- Manage the MS4 permit compliance, including monitoring, reporting and outreach efforts.
- As the City continues to implement sewer separation, manage the shift of permitting requirements from CSO to MS4, including coordinating with design teams to improve stormwater quality and reduce water quality impacts to receiving waters.
- Coordinate assigned program activities and permit compliance with those of other City departments; federal, state, and local agencies such as the EPA, MWRA, MassDEP; area planning and watershed organizations; and neighboring cities and towns.
- Participate in the planning, evaluation and management of stormwater drainage and water quality capital projects including ensuring compliance with federal, state, and local requirements and utilize current Best Management Practices.
- Work with various city departments to implement and maintain stormwater good housekeeping best practices.
- Support the development of City regulations, policies, design guidelines, and standard operating procedures to improve stormwater management.
- Review building permit applications to ensure that proposed work is compliant with DPW standard specifications, accessibility requirements, stormwater management goals, and streetscape design standards.
- Assist in emergency situations as required including, but not limited to, significant inclement weather events and participate in a 24 hour a day on call rotation.

MINIMUM REQUIREMENTS:
- Bachelor’s Degree in Civil/Environmental Engineering, Environmental Science or Environmental Planning / Policy or related field.
- Minimum of 5-8 years relevant experience, with progressively increasing levels of responsibility.
- Ability to produce clear and concise technical documents with clearly organized thoughts.
- Ability to interpret technical information accurately and make decisions in a fast-paced environment according to existing laws, regulations, and policies.
- Ability to develop and implement creative outreach efforts to engage the community in the Stormwater Program.
- Ability to effectively engage city staff and the community in design and construction processes.

PREFERRED:
- Knowledge and understanding of environmental laws and regulations as they pertain to municipal drainage and sewer system design, construction, and operation.
- Knowledge of complete streets designs and experience implementing comprehensive infrastructure projects.
- Knowledge of state and federal accessibility requirements and experience designing and constructing accessible facilities.

RATE: $107,466 - $118,929 + excellent benefits
