The Department of Conservation and Recreation (DCR) works with Virginians to conserve and enhance their lands, and improve the quality of the Chesapeake Bay and Virginia rivers and streams. DCR also has a mission to protect the lives and property of the Commonwealth’s citizens from natural and manmade flooding. In order to protect lives and property, the Dam Safety team of DCR is responsible for implementation of the Virginia Dam Safety Act (§ 10.1-604 et seq.) and Impounding Structure Regulations (4VAC50-20) to safeguard public safety needs of the downstream community, and to ensure regulated dams are constructed, operated, and maintained in compliance with the Act and Regulations.

Dam Safety Engineer

The Division of Dam Safety and Floodplain Management is seeking a dynamic individual to join the team as a Regional Dam Safety Engineer. A solid understanding of civil and geotechnical engineering principles and extensive professional engineering work experience is required.

This position will be stationed in Richmond, Virginia and serving Eastern and Southeastern Virginia and will be the principal staff contact with dam owners, consulting engineers, and governmental officials for regulatory compliance of impounding structures for the assigned region.

The Regional Dam Safety Engineer, using sound engineering principles and regulatory requirements, conducts fieldwork including safety inspections and construction monitoring; reviews, provides written comments for, and approves inspection/engineering reports, technical specifications, engineering analysis, and certificate and permit applications.

The Regional Dam Safety Engineer ensures emergency action/preparedness plans are developed and exercised according to regulations; and all documentation related to impounding structures is maintained in the Dam Safety Inventory System (DSIS).

This position is responsible for the oversight of specified special projects, staffing the emergency operations center during emergencies, providing/presenting training to the public as needed related to dam safety program topics; providing customer service in person by phone/email/written correspondence to dam owners, government officials, and agency team members as necessary.
