The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area.  For more information about MTC, visit www.mtc.ca.gov.

MTC's Design and Project Delivery Section is responsible for the development and delivery of innovative transportation strategies that improves the performance of the region's freeway, bridge, arterial, and transit systems, with an emphasis on operational efficiencies and demand management/high vehicle occupancy strategies.

MTC and Bay Area Toll Authority (BATA), in partnership with California Department of Transportation (Caltrans) and the four North Bay County Transportation Authorities, lead and manage the Resilient State Route (SR) 37 Program. This Program is a 20+ year, $4+ billion suite of operational, capital, and ecological improvements aimed at addressing resiliency of transportation infrastructure to sea level rise and flooding, traffic congestion, and opportunities for ecological enhancements, transit, bicycle/pedestrian paths and public access along the 20-mile SR 37 corridor from I-80 to US 101. The Program will deliver interim congestion relief, flood protection and restoration improvements within the next 5+ years and ultimately deliver a redesigned highway that is resilient to sea level rise and protects and enriches the surrounding ecology.

The SR 37 Corridor Program Manager position will be filled at MTC's Principal level and is under the supervision and direction of the Assistant Director, Capital Program Delivery.  The individual in this role will be a visionary leader, experienced project manager and collaborator who sets the vision, implementation plan, funding, and project development and delivery processes to deliver the Program.

Specifically, the individual needs to be:

• Passionate about contributing to the delivery of multi-modal, multi-beneficial projects that results in a more functional, context-sensitive and resilient SR 37 corridor;

• A persuasive leader, consensus builder and experienced technician who ably brings elected officials, partners and stakeholders together to rally behind a defined purpose, a strategic delivery and funding plan, and a reasonably aggressive delivery schedule;

• Focused and determined on delivery - meeting project milestones and getting results, while being open and flexible about the process to get us where we want to go;

• Knowledgeable about transportation planning and engineering, capital delivery, alternative capital delivery, sensitive ecological environments, congestion pricing, and tolling; and

• A master of creative problem-solving, outside-the-box thinking and execution of a diverse work portfolio that includes a number of large-scale, complex and challenging public infrastructure projects, preferably those that involved Caltrans and state and federal environmental review.


The ideal candidate will have the following knowledge, skills and abilities:

Skills and Abilities

• Analyze complex transportation planning, design/engineering and environmental impact issues, identifying alternative solutions, and projecting consequences of proposed actions

• Identify and respond to issues, concerns, and needs related to the program

• Organize, direct, and coordinate amongst partner agencies

• Research, analyze, and evaluate policy, design/engineering issues, alternative delivery methods, and funding and techniques

• Partner with restoration experts to define and deliver a comprehensive transportation and ecology program

• Build relationships with a wide variety of stakeholders

• Tackle multiple issues, anticipate issues and troubleshoot effectively

• Coordinate partners, stakeholders, and decision makers

• Analyze and assess policies, funding, design and operational issues

• Prepare and administer project budget and funding

• Prepare clear and concise memos, reports, presentations, and funding/financial reports

• Interpret and apply applicable Federal, State, and local policies, laws, and regulations

• Communicate clearly and concisely, both orally and in writing to both internal and external stakeholders

• Select, supervise, and evaluate multiple large-scale planning, environmental, design, construction management consultant teams

• Establish and maintain effective working relationships with all entities/individuals in the course of work, including MTC/BATA Board members, elected officials, stakeholders, and the general public


An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Master's degree from an accredited college or university in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.) 

Experience: A minimum of three (3) years of increasingly responsible experience effectively leading and managing an operational team with an aptitude to providing an overall business operational perspective. Specific experience with transit programs, customer service operations, toll collection operations and systems, budgeting and expense monitoring, or marketing is preferred.  Experience supervising, mentoring, and coaching professional and support staff is also preferred.

A Bachelor's degree in an appropriate discipline and four years of relevant experience is an alternative qualification.


• Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

• Possession of a professional engineer license is highly preferred.


Under the supervision and direction of the Assistant Director, Capital Program Delivery, specific assignments and responsibilities include, but are not limited to, the following:

• Deliver the Resilient SR 37 Program that includes, but is not limited to, highway operational improvements, highway design, capital projects, transit supportive strategies, and ecological enhancements and wetland restoration.

• Collaborate with project partners, including MTC, Caltrans and the four North Bay County Transportation Authorities.

• Serve as staff to an Executive Steering Committee (ESC), represents all ESC members and works directly with member agency Executive Directors and their staffs. • The Corridor Director may serve the SR 37 Corridor Policy Committee in a similar capacity.

• Work with the Project Leadership Team, collaborate and provide direction to the project managers, as appropriate, to develop an implementation plan(s) and funding plan(s), including delivery methods; develop the scope, schedule, budget and funding plan for individual projects; report regularly to the Executive Steering Committee on project status, risk assessments, change, costs and schedule, develop project staffing plans. Prepare agendas, deliver progress reports to and consult with the SR 37 Corridor Policy Committee, deliver progress reports to Executive Steering Committee and Policy Committee, and provide oversight and direction to project managers.

• Manage all aspects of complex transportation megaproject in the planning, environmental and development stages.

• Determine early on policy, funding, legislation, technical issues, etc. to advance the work and make substantial progress to deliver the Program.

• Serve as point of escalation for problem-solving and conflict resolution. Develop and prepare recommendations for Director, Design and Project Delivery and MTC/BATA Executive Office.

• Identify and manage risks related to the Program.

• Lead and oversee procurements, contracts and consultant efforts. Provide direction and review of delivered products. Ensure compliance with project scopes, schedules and budgets.

• Lead and make formal presentations to SR 37 Policy Committee, MTC/BATA and its committees, and other venues.

• Perform other job related duties including transportation and engineering assignments as needed in the Section.
