SUMMARY Responsible for assisting with EEO compliance, employee relations, training & development needs, talent acquisition/retention, and verifying certified payrolls. PRIMARY RESPONSIBILITIES Helps administer the Hampton Roads Bridge-Tunnel Expansion Project EEO program: conducts meetings with staff and new hires, and keeps records of meeting minutes. Assures the project’s EEO program is in compliance with all federal EEO laws and regulations. Performs weekly certified payroll reviews for compliance with the project’s federal prevailing wage rates. Provides weekly certified payroll to VDOT in a timely fashion. Submits Subcontractor EEO and Certified payroll records and reports to VDOT in a timely manner Attends pre-construction meetings for newly awarded contracts as well as prepares pre construction EEO documentation to be presented at meeting. Coordination with project subcontractors, temp laborer services and rentals working on the project to ensure receipt of all pertinent documentation and saves them for future audits. Conducts routine EEO workshops and presentations for project staff and subcontractors. Provides monthly man hour count to safety department for Dragados and subcontractors. Maintenance of Jobsite EEO bulletin Boards for all locations Prepare quarterly company-wide reports, July reports, and all associated documentation (new hire lists, postings, terminations list, promotions list)- upon request for VDOT. Obtains information on EEO policies and EEO officer contact information of all project subcontractors. Responsible for preparing and submitting recruitment reports and posting all open positions with in Workforce and responsible for back up, along with hire logs and applicant logs. Performs other related duties as required and assigned. QUALIFICATIONS: Required Associate’s degree in a relevant field from an accredited college or university. Minimum (3) three years’ VDOT project experience required. Experience reviewing, verifying, and obtaining contractor Certified Payrolls. Experience recruiting hourly and salaried positions, facilitating interviews, and conducting new hire onboarding. Strong computer skills: Word, Excel, PowerPoint, Outlook. Well-developed written presentation, organization, and editing skills. Ability to multi-task and work in fast-paced environment. Strong organizational skills and very detail oriented. Proactive and solution oriented. Must demonstrate exceptional judgment, discretion and professional courtesy. Effective oral and written communication skills, excellent interpersonal skills, and a high degree of confidentiality.
