Capital Development Specialist

THE POSITION

Under direction, Capital Development Specialist perform a variety of duties related to Capital Improvement Programs (CIP). Incumbents perform planning and environmental reviews and studies; procure all phases of CIP projects, recruit and oversee consultants; manage design and construction processes for the purpose of ensuring that all phases of a project are completed within specifications and with minimal interruption to site personnel and operations.

The ideal candidate for the Department of Transportation will possess extensive knowledge of: CIP and transportation improvement projects and programs, municipal government, residential and commercial development/construction, U.S. Department of Transportation agencies, State grant application processes, City and Federal Transit Administration procurement requirements, management of entitlement approval processes, technical knowledge of construction, facility maintenance and/or technological projects, and budget principles and practices.

Two vacancies currently exist in the Transportation Department, within the Transportation Capital Division. Immediate and future vacancies will be filled from this eligible list for a period of six (6) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three months.

THE REQUIREMENTS

These are entrance requirements to the examination and do not assure a place on the eligible list.  Applicants must meet the following minimum qualifications on or before the posted filing deadline in order to qualify:

Three years of progressively responsible experience in managing Capital Improvement Program (CIP) projects (or equivalent project management experience); AND graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Architecture, Engineering, Planning, Construction Management, or closely related field.

If qualifying with a degree or accredited college or university credits, please attach a copy of the degree or transcripts. Applications lacking this documentation may be rejected.

Additional qualifying experience may be substituted for the required education on a year-for-year basis.

ADDITIONAL REQUIREMENTS

Possess a valid California Driver's License at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.

Eligibles certified for consideration will be required to successfully pass a department interview and a Department of Justice fingerprint process prior to employment.

THE SELECTION PROCESS

The examination process may consist of the following:

APPLICATION REVIEW - Qualifying Only: Applications submitted will be reviewed and a limited number of the most qualified candidates may be invited for an oral examination. The selection will be based upon those applications and resumes which demonstrate the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for a proper evaluation.

ORAL EXAMINATION (100%) - A panel of subject matter experts will conduct a job-related Oral Examination which may evaluate each candidate's knowledge of principles and practices of CIP projects and programs, procedure used in residential and commercial development, applicable rules and regulations, Federal and State Grant application process, budget principles and practices, maintaining effective working relationships, or other topics related to a candidate's training, experience and qualifications for the position of Capital Development Specialist.

The Oral Examination is to be determined.

Candidates must achieve a passing score on the oral examination to qualify for the eligible list.

VETERAN’S PREFERENCE

Qualified veterans who pass the examination may obtain five (5) additional points.Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period.  Evidence must be presented to indicate that the candidate was discharged honorably from the military service.  Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested.
