The selected candidate for the Citywide Capital Construction Resident Engineer position will be essential to the modernization of Parks’ beloved public spaces and structures. Major Responsibilities
•    Under direction, perform construction management work on routine reconstruction and oversee new construction projects involving varying levels of complexity for the Capital Projects division.
•    Review, approve and/or recommend change orders on routine reconstruction, new or major reconstruction projects.
•    Monitor consultant resident engineers performing construction supervision.
•    Ensure that contractors adhere to plans and specification. Identify and resolve field condition issues. 
•    Produce daily and weekly construction project reports, maintain accurate records, keep calculation books, prepare cost projections and organize and lead meetings. 
•    Correspond with contractors and clarify construction issues. Review and approve contractors’ payment requisitions and clarify other construction issues. 
•    Assist in the monitoring of various contract administrative requirements (e.g. Minority/Women Business Enterprise goals, Project Labor Agreements, Damages for Delay programs).
•    Work with Architects or Engineers of record regarding change orders, shop drawing approvals and other architectural and engineering related issues.
•    Review and research contractors’ dispute claims and advise Borough Directors on solutions.

Qualification Requirements
1.     A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or
2.     One year of the experience as described in “1” above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or
3.     One year of the experience as described in “1” above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
4.     A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in “1” above and the education as described in “2” above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in “2” above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience. 
Notes: 
To be eligible for placement in Assignment Level II, individuals must have one additional year of satisfactory full-time experience working as a Construction Project Manager Level I ; or one additional year of satisfactory full-time experience  (as described in the minimum qualifications of the Construction Project Manager civil service title).
1.    Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project.

This position is exempt from NYC residency requirements.

Driver License Requirement
Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.

Preferred Skills/Qualifications
1.    Master degree in Engineering, Architecture and Landscape Architecture.
2.    Excellent communication, administrative, interpersonal and organizational skills.
3.    Demonstrate the ability to manage multiple substantial projects.
4.    Demonstrate the ability to resolve design and contract issues.
5.    Experience with public speaking and leading meetings.
6.    Demonstrate the ability to work independently and efficiently.
7.    Inter-governmental work experience and knowledge of government departmental jurisdictions and procedures.
8.    Proficiency in Microsoft Outlook, Word, Excel PowerPoint and AutoCAD.
9.    Experience with contracts and budget.

Salary: $70,000 - $75,651** plus excellent benefits

**Appointees to this position will receive a $2,060 Assignment Differential in addition to their base salary.
