Berkeley Lab’s Facilities Division has an opening for a Department Head for Site Utilities and Maintenance. Reporting to the Facilities Division Director, the Department Head for Site Utilities & Maintenance is responsible for the safe and effective maintenance, repair or replacement of facility infrastructure and equipment in support of world-class science at the Lawrence Berkeley National Laboratory (LBNL). LBNL is situated on over 200 acres with over 4,000 personnel and more than 10,000 visitors/year. The Laboratory is comprised of laboratories, national user facilities, administrative buildings, and utilities infrastructure. This position oversees between $10 M-$16 M in maintenance funding annually with a staff of greater than 100 managers, supervisors, and crafts.

This position provides a key role in strategic long-range plan development and implementation in alignment with the LBNL Annual Lab Plan.  The incumbent keeps abreast of new technologies and provides vision for technical improvement across laboratory facilities. This position ensures that mission critical, mission support and other support facilities are in a ready status to support science. As such, there are daily interactions with Program and Facilities management, supervisors, staff, suppliers, contractors, and tenants. The Department Head of Site Utilities and Maintenance ensures maintenance work is performed efficiently to minimize downtime. Facilities infrastructure and equipment includes major utility systems such as domestic water, sewer, gas, electrical, compressed air, HVAC, high-pressure boilers, steam lines, and other distribution systems.  Collaborates with others to assure facilities, equipment and systems are capable of delivering at expected efficiency and quality levels by optimizing maintenance of those systems.  This position is responsible to analyze complex maintenance issues, evaluate alternative solutions, develop sound conclusions and recommend a course of action. The incumbent will develop and implement small projects to remedy equipment performance issues.

This position also oversees custodial service operations, ensuring that cleanliness standards are met.  The position maintains a centralized capability for the management of building controls systems, [Facilities Monitoring and Control Systems (FMCS) group]. This position is responsible for developing and implementing a strategy to streamline and integrate legacy building controls systems across the Laboratory. The FMCS group partners with Laboratory Sustainability group and the HVAC shop to gain efficiencies and maintain existing systems.

This position is key to ensuring the safe and effective execution of maintenance and utilities work using the maintenance work planning and control process. Provides leadership for craft management, supervisors, and crafts, including hiring actions, managing performance, and establishing and implementing training requirements.

This is an at-will position.  

What You Will Do:

• Develop, communicate, maintain, and enforce maintenance objectives, policies, procedures, plans, evaluation criteria, and special assignments in concert with the Facilities Division and Lab’s goals.

• Key participant in the preparation of the Maintenance annual plan and participant with engineering for the emergency, corrective, and preventive/predictive maintenance section, including development of annual scope, budget, schedules, spending plans and performance targets for preventive/predictive maintenance programs.

• Provide leadership for the execution of maintenance activities, including scoping, estimating, assigning, and directing/controlling work. Manage emergency, corrective, and preventive/predictive maintenance of building systems, and equipment. Analyze complex maintenance issues, evaluate alternative solutions, and recommend a course of action in conjunction with engineering.  Work closely with Facility Area Managers, Facilities engineering, work planning and control, and tenants for the repair/replacement of building systems.

• Oversee and manage the performance of more than 100 staff members (managers, supervisors, and crafts)  Delegate assignments to subordinates and ensure each manager and supervisor operate in a professional manner in accordance with established objectives, policies, procedures, ensuring clients' needs are met, and providing timely feedback to employees.

• Actively participate and effectively communicate with interfacing organizations, tenants, and scientific programs.  Maintain an effective Landlord/Tenant relationship. Enhance customer service program to improve maintenance service deliverables. Ensure proper balance between supporting Work for Others and maintaining facilities and utilities.

• Establish, implement, and maintain department-wide standards, best practices, procedures, and training programs to ensure compliance with applicable codes, regulations, and Laboratory standards. Ensure compliance with laws, rules, regulations, contracts, ordinances, permits, Federal and State codes, and administrative rules and regulations affecting departmental operations and personnel matters.

• Manage custodial operations throughout the lab ensuring cleanliness standards are met or exceeded.

• Ensure Laboratory Safety practices, processes, and procedures are appropriate for technical and safety related work practices associated with the type of work performed by the group.

• Direct actions to ensure safe, secure and environmentally compliant operations and spaces and to maintain research activities within the approved safety envelope as documented in the Service Level Agreement.

• Routinely track, analyze and improve key operating parameters and assurance activities.

• Provide effective decision-making, integration, coordination, and communication in areas of assigned responsibilities.

• Ensure staff are qualified to perform the essential functions of their job responsibilities and that opportunities for professional development are provided across the department.

• Ensures timeliness of categorization and reporting for incidents per U.S. Department of Energy requirements.

What is Required: 

• Operations/General Manager and Leader with a demonstrated track record of outstanding operations and maintenance management experience, including broad and diverse areas of mechanical, plumbing, electrical, and other primary building systems.

• Proven leadership/management abilities with a diverse work group. Proven skills in building a competitive and motivated team of maintenance personnel. Proven abilities to manage change, both organizational and process improvement.

• Proven record as a team leader and team player in cost effective maintenance management support services function, while meeting the needs of internal clients.

• Experience managing a 24/7/365 operation in a union environment; experience supervising the work of contractors and repair technicians.

• Must possess a strong bias for action, be a self-starter with initiative, exceptional communication skills (both written and oral) and the ability to manage competing priorities.  Must be effective at communicating regularly with all operations and maintenance personnel, both individually and as a group, to ensure good two-way communication concerning maintenance issues. Excellent customer service skills.

• Experience implementing and employing Reliability Centered Maintenance (RCM).

• Experience successfully implementing work planning and controls methodologies into a maintenance organization.

• Position requires thorough knowledge of methods, processes, tools and equipment to maintain/repair/build machines, tools, fixtures, buildings and grounds and competency in areas of safety and environmental compliance including knowledge of associated federal regulations. Experience and knowledge of building maintenance and repairs, and crafts including carpentry, HVAC, electrical, plumbing, roofing, general maintenance and labor, etc.

• Skilled in conflict resolution, balancing workloads, and performing effectively under challenging conditions such as fluctuating priorities, changing assignments, and resources.

• Ability to influence others on sensitive assignments while still accomplishing objectives in a timely manner.
