Segment Construction Manager

CA High Speed Rail, CP2/3

Location:   Hanford, California (Kings County, CA )


Plans, directs, and coordinates overall construction activities of a major segment of the $1.5 B Design Build High Speed Rail Project defined as Construction Package 2-3 (CP 2//3) to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters by performing the following duties personally or through subordinate supervisors.

Experience managing significant civil and highway projects in excess of $200 MM by overseeing all field activities including coordinating daily/weekly meetings with all the area superintendents and project engineers to develop plan and execution strategies/goals, schedule resources and managing production to achieve goals set by Segment Manager and Management of the Project.

Reports directly to the Segment Manager and is supported by Project Engineering Staff


  • Manage all field operations and work sequence within the Segment in coordination with the adjacent Segments of the overall project.

  • Support the Segment Manager in the management and attainment of the goals set by the Project Operations Manager and Project Management

  • Support and work with the Segment Project Engineer in the completion of the administrative requirements for the Segment including support to Change Management, Cost Controls, Schedule and other reporting items.

  • Direct and coordinate activities of project field personnel (Superintendents and Engineers) to ensure project progresses on schedule and within prescribed budget

  • Provide positive safety leadership to the project

  • Assist subordinate supervisors in maintaining production on budget and schedule

  • Ensures that the work is performed in accordance with the Quality Plan

  • Review project estimate or plan to determine schedule, estimated job cost, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project

  • Anticipate project needs with sufficient lead-time to avoid delay of production. Establishes work plan and staffing for each phase of project, work closely with Project Manager in recruitment efforts as necessary

  • Oversees coordination with project staff to outline work plans, assign duties, responsibilities, and scope of authority

  • As required prepares project reports for management, owners, and subcontractors

  • Confer with project personnel to provide technical advice and to resolve problems

  • Work closely with Company employees, project supervisors, owners, external teams and support people to get commitments regarding PM's managerial and supervisory requests

  • Review field operation and ensure that the project provides a safe workplace

  • Develop and maintain productive business relationships and manage subcontractor, client/owner, engineers and unions

  • Maintain relationships with contracting and regulatory agencies, third parties, project management staff & executive management

  • Debriefing of project to review all positive and negative aspects after completion

  • Knowledge and understanding of prevailing wage rules

  • Perform additional assignments per management’s direction


  • Bachelor's Degree in a related field from an accredited four-year college or university, Civil Engineering or Construction Management preferred

  • Fifteen (15) years of related experience; construction and management experience required in Heavy Civil and Transportation or similar projects, Rail Experience not necessary but beneficial

  • Experience in large civil infrastructure projects.

  • Professional Engineer License valued

  • Federal, state and local knowledge and experience

  • Knowledge and experience with Word, Excel, and PowerPoint

  • Knowledge with Primavera P6 Scheduling Software is a plus

  • Knowledge with HCSS Heavy Job labor and equipment tracking Software is a plus

  • Communication – excellent oral presentation and written skills

  • Goal oriented – able to set goals and achieve them

  • Interpersonal – able to work well and persuade people at all organization levels

  • Organizational ability – able to plan, prioritize, organize and monitor activities and projects. Able to work well in a group environment and foster a team approach.
