Berkeley Lab’s Facilities Division has an opportunity to work on a broad range projects.. from new buildings to existing infrastructure system; from simple office spaces to complex research labs (i.e. supercomputers, genomics facilities, battery research space, etc.).  This allows one to be an active partner in modern, cutting edge, world reknown science.  

Position Summary:

Reporting to the Facilities Engineering and Strategic Planning Department Head, the Facilities Engineering Supervisor is responsible for managing engineering staff and functions to support facilities, utilities, and other infrastructure at Lawrence Berkeley National Laboratory (LBNL). You will oversee engineering and strategic plan analysis, design, and drafting work in a variety of areas including the development of policies (in coordination with the Engineering Division), and translates strategy into action for implementation.  This role will manage a diverse MEC (mechanical, electrical, building controls) engineering staff. You will oversee major organizational components where products with significant impact on the Lab's accomplishment of objectives are delivered. You will be responsible for asset/resource management, budget/schedule commitment, and delivery. This supervisor will ensure the subcontracting of overflow work meets both mission and operations engineering needs through careful oversight. Actions and deliverables have high customer scrutiny and require frequent involvement with Division and Program leaders across the Laboratory. You will be responsible for setting metrics to collect performance data and assist with the assessment of performance and correction of identified concerns.  This position is at will.

What You Will Do:

• Directs, manages and controls the Facilities MEC Engineering areas, including discipline-specific engineering staff.  Management includes overall responsibilities for staffing, budget, processes/procedures/tools and equipment to ensure LBNL/DOE performance standards are met for building code enforcement and engineering as applied to new construction and commissioning; maintenance & operations of existing infrastructure and services; and for the planning of new infrastructure.  Ensure work is conducted within budget and strategically meets the mission of the Laboratory.

• Recognized as a critical resource in one or more fields of engineering essential to the Laboratory mission and is included in the earliest phases of strategic planning for major scientific and engineering initiatives.

• Responsible for planning, scheduling and directing engineering to meet the construction, maintenance and operations, Facilities MEC Engineering work areas.

• Responsible for managing engineering problems and issue resolution for LBNL campus infrastructure. 

• Manage the areas in accordance with the DOE, UC, and LBNL policies, procedures, standards, requirements and regulations.  This includes Laboratory, EH&S, and Protective Services; accrediting and regulatory agencies, federal and state laws; national, state, and local electrical, building and plumbing codes and LBNL specifications. Ensure that policies, procedures, and specifications are updated as requirements change.

• Define, develop and track short and long-range performance goals for areas that include expansion (near and future), cost, schedule quality, safety, communication and customer satisfaction. Align with departmental, division, and institutional goals and initiatives to ensure services meet the needs and changes of the Laboratory.

• Initiate and lead process strategic improvement efforts to address risks, performance gaps and deficiencies, and new and revised requirements. Develop and use project plans to coordinate participants and track and report progress.

• Responsible for the oversight, problem-solving and resolution of highly complex and challenging technical and operational-specific engineering disciplines and/or in the integration of multidisciplinary technologies, with an awareness of relevant literature and practices at other institutions.

• Independently solve problems, define requirements, and identify alternative methods of accomplishing a wide variety of construction, alteration, modification and maintenance projects. 

• Manage the documents and records, including engineering files, drawings, case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations, corrective actions, and field review actions.

• Effectively collaborate with all departments within Facilities, Operations, and Scientific Divisions to ensure services are cost-effective, efficient, operative, and easily maintained.

• Accountable for ensuring projects and assignments are completed in a timely manner and within the approved budget.

• Resolves highly complex engineering design problems or utility issues and provides guidance for their solution either personally, through subordinate staff or outside consultants.

• Represent the Facilities Division with all levels of management at DOE/Berkeley Site Office and University of California offices.

• This position is accountable for directing/managing a department of engineers in the execution of projects supporting new capital construction, infrastructure improvements, and existing system engineering (including prioritizing maintenance and replacement, updating the deferred maintenance list, and aiding in decision making in the field).

• Experience with Computerized Maintenance Management System (CMMS) such as Maximo.

Additional Responsibilities as needed:

• Serve on major Laboratory project teams and committees on initiatives from the earliest phases of strategic planning to implementation and assessment.

What is Required: 

• Significant experience in an engineering/technical leadership role with the demonstrated ability to lead, direct and coach a diverse technical and operational team.  Must be technically competent and ethically sound.

• Significant depth of experience and understanding in specific engineering disciplines or in the integration of multidisciplinary technologies, with an awareness of relevant literature and practices at other institutions.

• Ability to resolve highly complex and challenging technical and programmatic requirements of importance to the Laboratory on multiple projects with varying priorities while meeting tight deadlines and budgetary constraints. 

• Participate in developing, modifying and executing policies, procedures, projects and initiatives that impact institutional and organizational strategies, operations, initiatives and directives.

• Broad knowledge and application of national, state and local industry laws, regulations and standards of engineering, commercial construction techniques, materials and practices which are used by the building construction and maintenance industry.

• Experience in regularly interacting with senior management on matters concerning functional areas, divisions, and/or customers.

• Must be resolution/solution-centric with an eye toward managed risk (both short and longer terms).

• Proven record of managing unit/area functions in a cost-effective and efficient manner while meeting the needs of the institutional client, including budget development, short and long-range planning, experience in developing and implementing outsourced contracts, developing and implementing policies and procedures to govern multiple areas and organizational activities.

• Demonstrated ability to independently determine high-level general approaches to projects and initiatives, direct others in the effective implementation of tasks on schedule and within budget.  Must be able to manage highly complex multiple projects and goals across large multi-faceted organizations.

• Demonstrated record of integrating EH&S, safety and security into the strategic business plan of the organization or institution.

• Demonstrated oral and written communication skills necessary to effectively collaborate, influence, negotiate, advise, explain and present initiatives to senior technical and administrative managers.

• Experience developing, implementing and monitoring strategic plans, operational improvements resulting in more efficient and effective processes, procedures and plans.  Ability to assess risks and develop specific planning to address risk levels while addressing division and institutional goals.

• Familiarity with computer office applications such as MS Office, Google, AutoCAD and web-based tools.

• Bachelor of Science degree in Engineering or related field and 12-plus years of demonstrated work experience in facilities/utilities infrastructure engineering management with a minimum of 5 years of management experience. 

• Professional engineering license from the State of California licensing board.

Additional Desired Qualifications:

• Advanced degree in an Engineering discipline preferred.

• Demonstrated knowledge and application of DOE orders preferred.

• Experience with computerized documentation systems and/or Maintenance Management System (CMMS) such as Maximo.
