The City of Chandler Development Services Department is currently seeking qualified individuals to fill the full-time position of DEVELOPMENT ENGINEERING MANAGER.  The ideal candidate will have experience managing and overseeing all engineering design, construction, and maintenance standards functions in the Civil Engineering Plan Review and Inspection Section; as well as excellent communication and supervisory skills.

Job Location:  Transportation & Development Administration Bldg., 215 E. Buffalo St.

Work Schedule:  Monday - Friday 8:00 a.m. - 5:00 p.m.
Classification Summary:

The primary function of an employee in this class is to perform senior level professional engineering work in the Civil Engineering Plan Review and Inspection Section, applying both engineering and supervisory principles and practices; maintaining schedules of reviews, formulating policy and code in conjunction with the Development Services Director and Law Department; maintaining and issuing permits and, buy-in and buy-back agreements; managing and supervising review contracts and contract engineers; and managing and supervising engineering inspections. Work involves the use of a full range of engineering techniques to interpret original designs and applicable regulations.

Essential Functions (list not exhaustive):
• Manages Civil Engineering Review section, site development plans, subdivision,  buy-in and buy-back agreements, and civil site inspections;
• May function as the designated City Engineer, performing duties and functions required or assigned in federal, state, and city codes and ordinances;
• Formulates policy and standards as they relate to Public Works and civil design issues;
• Interprets codes and policies;
• Manages budgets for engineering division; conducts fiscal/economic impact studies and cost benefit analyses to prepare budget projections; assists with developing annual operating and capital improvement budgets; assists with review and makes recommendations on fee structures;
• Reviews and evaluates developer requests for exceptions on city code requirements and deferral agreements for offsite improvements;
• Corresponds via e-mail with City personnel who have inquiries regarding section issues; disseminate information daily to staff on various issues related to civil design issues;
• Responds to telephone inquiries regarding review schedules, review discrepancies, review questions, policy, and code;
• Participates in meetings involving engineers, developers, and city personnel relating to section issues;
• Conducts section staff meetings to convey management information and to discuss policies and procedures relation to section issues;
• Researches section information for management, including plan review status, policy, proceedings, engineering and review issues;
• Reviews environmental studies, encroachment permits, and wastewater reuse;
• Serves as senior managing engineer in the development and implementation of goals, objectives, policies, and priorities related to the development and review of plans;
• Coordinates and supervises the review of all plans for compliance with adopted municipal master plans, engineering fundamentals, and other City requirements;
• Prepares engineering computations, drawings, analyses, and recommendations;
• Participates in the preparation, revision, updating, and distribution of design standards, details, and specifications;
• Ensures projects are reviewed for compliance with federal, state, and local laws, codes, ordinances, and regulations;
• Negotiates and administers contracts for outside consulting services for civil engineering services, construction management, job orders, and other professional services;
• Confers with engineers, architects, developers, citizen groups, and other public agencies to acquire and provide information;
• Prepares and monitors operating budgets for area of responsibility; maintains records and reports as required;
• Supervises and evaluates assigned staff, addresses employee concerns and problems, counsels, disciplines and completes performance appraisals; conducts interviews and makes hiring recommendations;
• Demonstrates continuous effort to improve operations, decrease turnaround time, streamline work processes and work cooperatively to provide customer service;
• Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
• Performs all work duties and activities in accordance with City policies and procedures;
• Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City's Safety Handbook.

Minimum Qualifications:
• Bachelor's Degree in an Engineering field; and
• Registered Professional Engineer in Arizona; and
• Eight (8) years' progressively responsible experience in civil plan review and project management, including three (3) years supervisory experience; or
• Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work and which meets licensing requirements.  

 Desired Qualifications:
• Knowledge of current engineering design, construction, and maintenance functions;
• Previous experience with municipal infrastructure master plans and implementation;
• Recent experience with interpretation and enforcement of federal, state, and local civil engineering requirements;

This position is designated as "unclassified" and will serve at the pleasure of the City Manager.

The position available is a regular full-time position. A register of qualified candidates will be active for 4 (four) months should another position become available.
