Transit Construction Corp. (TCC) was formed in 2003 and is equally owned by William Mascetta; President and Normal Fell; Executive Vice President. The owners have a combined measure of experience exceeding 60 years in the Industry canvassing the Metropolitan / Tri-State Region. Over this period, the client base has included both the Public and Private Sectors of the Industry ranging in scope from Heavy/Highway; Transit; Facilities; Foundations; Underground Utility Work and Bridge Construction. In addition, project experience has extended beyond the traditional industry delivery method of Design – Bid – Build to include Design – Build as well as Competitive Negotiation.

Senior Estimator


Transit Construction Corp is currently seeking a Senior Estimator. As Senior Estimator, you are responsible for estimating a project from start to finish, inclusive of evaluation of project specifications and drawings, performing takeoffs, soliciting vendors and subcontractors for quotes, setting up the estimate and crewing up activities in HCSS.  You will report directly to the Vice President of Engineering and Estimating.


Responsibilities for a Senior Estimator are:

  • Identify risk issues and their order of magnitude.
  • Solicit subcontractor and/or supplier information & pricing.
  • Prepares instructions to bidders, bid form and other bid solicitation information as required.
  • Estimate a project in it’s entirely, providing a detailed breakdown of activities, crews and resources.
  • Generating a preliminary schedule to ensure the proposal does not exceed the project completion date.
  • Reviews general conditions, schedule and scopes of work.
  • Reviews and/or manages the review and scoping of specialty contractor bids.
  • Attend Pre – Bid Meetings & Site Visits
  • Maintain and update prequalification documents with various owners

Assist project personnel on successful proposals as follows:

  • Participate in the transfer of information on successful projects including the Job Kick-off Meeting
  • Assist in the preparation and review of work plans as requested
  • Assist in all major project buyouts
  • Pricing of change impacts as required


  • Minimum of 7 – 10 years’ estimating or project experience working in Heavy Civil Estimating
  • Well-versed with NYC and Westchester public owners / agencies including (but not limited to: MTA, Metro North Rail Road, The Port Authority of NY & NJ, NYS DOT, DEP, TBTA, DDC)
  • Well-versed with Union Labor and all related rules and regulations (but not limited to: NYC, Westchester, Putnam, Dutchess, New Jersey)
  • BS in Civil Engineering or Construction Management
  • Fluent use in HCSS estimating software
