The Assistant Deputy - Engineering is responsible to the Deputy Director (Engineering & CIP). Assistant Deputy - Engineering oversees aspects of the Engineering Division.

  1. Responsible for overseeing all aspects within the Engineering Division including the property acquisition function.
  2. Assists the Deputy Director in the overall efficient operation of the various programs associated with all three (water, wastewater and solid waste) operating Systems, including the development and delivery of the Capital Improvement Programs, which is estimated at $1.5B over the next five years.
  3. Provide leadership and management to ensure that the mission and core values of the NTMWD are put into practice.
  4. Responsible for overseeing the development of plans and specifications for additional capacity and renewal of assets throughout all three operating Systems, including the coordination of the design of the facilities with all other NTMWD departments for proper operability and maintenance.
  5. Responsible for the administration of all engineering design and construction contracts, including the inspection of construction to assure facilities are constructed in accordance with the plans and specifications.
  6. Maintains effective communications with the Division personnel and NTMWD management.
  7. Responsible for oversight of all real estate transactions, including property purchases, easement acquisition, and encroachments, and assuring transactions are in accordance with all District policies and procedures.


  1. Requires strong background in water and wastewater treatment and conveyance facilities, and solid waste facilities requirements and environmental regulations.
  2. Must possess ability to apply sound administrative and supervisory skills and engineering practices.
  3. Must be able to communicate tactfully with customer cities, outside agencies and departments within the NTMWD, including preparing and presenting at Board and various Committee meetings.
  4. Must possess considerable knowledge of the local, state and federal laws related to various procurement and construction delivery methods.
  5. Bachelor of Science Degree in Engineering or Environmental Science.
  6. Extensive experience in the field of environmental, water and/or wastewater activities.
  7. Requires a valid Texas Driver’s License.
