Deputy Executive Officer, Project Management

(Highway Construction)

The Deputy Executive Officer, Project Management will plan, direct, and manage major projects on the State Highway System within Los Angeles County.

Key Duties and Responsibilities:

  • Maintains relationship between Metro and Caltrans 
  • Ensures work performed on State Highway System complies with Caltrans policies and procedures 
  • Manages the process of advertising, awarding, and administering multiple State Highway System projects of various sizes and complexities  
  • Establishes and monitors short-range and long-range project goals, budgets, schedules, and strategies 
  • Directs performance of services by consultants and contractors for successful completion of projects 
  • Manages and directs third-party coordination and public affairs activities related to project design and completion 
  • Ensures all design and construction activities meet operations and maintenance quality standards and expectations 
  • Prepares and presents reports to executive and management staff, the Board of Directors, and outside regulatory agencies 
  • Ensures compliance with Metro policies and procedures and applicable state, federal and local regulations and laws 
  • Supervises subordinate staff or the work activities of consultants 
  • Oversees, monitors, and adheres to departments/units budget, goals, and schedules which complies with to agency-wide fiscal responsibility 
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Essential Knowledge and Abilities:

  • Theories, principles, and practices of civil/structural engineering, highway, and bridge construction, governmental contract policies, and public administrative methods, including goal setting, program and budget development and implementation 
  • Applicable local, state, and federal regulatory requirements and standards 
  • Caltrans requirements and standards 
  • Large-scale capital project management 
  • Social, political, and environmental issues influencing Metro administered State Highway System programs 
  • Modern management theory 
  • Direct the overall engineering and construction activities for major State Highway System capital projects 
  • Communicate effectively orally and in writing 
  • Maintain relationships with Caltrans staff 
  • Analyze situations, identify problems, recommend solutions, and evaluate outcomes
  •  Determine strategies to achieve goals 
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements 
  • Exercise judgment and creativity in making decisions 
  • Interact professionally with various levels of Metro employees, the public, public officials, and outside representatives 
  • Travel to offsite locations within a reasonable timeframe 
  • Read, write, speak, and understand English

Education and Experience:

  • Bachelor's degree - Engineering or related field 
  • California Professional Engineering License required 
  • Five (5) years senior management-level experience in design and/or construction of major capital projects, including extensive experience managing State Highway System projects 
  • Valid California Class C driver's license
